My key research objectives encompass aspects of commodity protection technologies, with a research and extension focus on providing guidance to agricultural and livestock producers, environmental groups, state and federal agencies, and university faculty and staff on sustainable crop and pollinator protection via integrated pest management.

Environmental Outcomes of Research and Extension Activities

My research and Extension efforts over the past 15 years are documented to have reduced organophosphate, organochlorine, and carbamate use by over 100,000 pounds per year in the Pacific Northwest.

Led the team that developed and implemented a barrier spray technology, resulting in an annual 25,000 lb reduction in organophosphate use in wine and juice grape vineyards.

I co-led the team that developed a pheromone confusion strategy for Western poplar clearwing moth, resulting in an annual 54,000 lb reduction in organophosphate use and 5,400 lb reduction in organochlorine use.

Led a team that demonstrated the effectiveness of seed treatments with targeted reduced-risk insecticides that eliminated the use of 7,000 lbs per year of diazinon for seed corn maggot control.

Led a team that demonstrated the effectiveness of seed treatments with targeted reduced-risk insecticides that eliminated the use of 10,000 lbs per year of chlorpyrifos for seed corn maggot control.

Led a team that replaced an organophosphate insecticide, naled with reduced risk insect growth regulation compound, flonicamid during bloom, resulting in a reduction of over 6,000 pounds per year of naled and increased safety for pollinating bees.

Technical Publications That Have Resulted From My Serving As The Washington State Liaison Representative/Field Research Director For The USDA IR-4 Project In EPA Region 10

U.S. Department of Agriculture’s Interregional Research Project #4 (USDA/IR-4) is a federal/state/private cooperative that aspires to obtain clearances for pest control chemistries on minor crops. I serve as the State Liaison from Washington State to the to the USDA/IR-4 program. I also serve on the Western Region Executive Advisory Board. My laboratory serves as the Field Research Center for EPA Region 10. EPA Region 10 consists of Eastern Oregon, Eastern Washington, and most of Idaho.

As State Liaison for IR-4, I have attended the 2-day prioritization workshop in September and the 2-day IR-4 regional meeting in March annually.

The Economic Impact of my efforts via IR-4 for the time period from 1998 through 2006 has been calculated by the Center for Economic Analysis

All IR-4 research—field and laboratory—is carried out according to Good Laboratory Practice (GLP) requirements as mandated by EPA. The research process is inspected by IR-4 quality assurance personnel to validate compliance. Since the Field Research Center has come under my supervision in late 1998, we have successfully completed over 140 GLP residue trials. Each Field data book is a technical report that encompasses a significant data package representing far greater effort then most non-refereed publications and typically contain over 100 printed pages.

International Collaborations

USAID Indonesia Cooperative Agreement # AID-497-A-12-00007 Smart Strategic Coalition for Sustainability Agricultural & Economic Development in Indonesia

This project is designed to strengthen the agricultural value chain and economic development initiatives in Indonesia. A three-year project “A Smart Strategic Coalition for Sustainable Agricultural and Economic Development in Indonesia” by Washington State University (WSU), Bogor Agricultural University (IPB, Institut Pertanian Bogor) and the Research Center for Biotechnology of the Indonesian Institute of Sciences (LIPI, LembagaIlmu Pengetahuan Indonesia) Bogor, in partnership with USAID-Indonesia, focuses on current plant biotechnology and integrated pest management technologies for crop improvement and protection. This “Smart” coalition aims to build human and institutional capacities in agricultural research and STEM-based education and training for high value crops, specifically rice and banana.


Scientific Cooperation Exchange Program with the People’s Republic of China

Funded by USDA Foreign Agricultural Service and People’s Republic of China Ministry of Agriculture

I was invited to participate in this scientific exchange on the basis of my expertise in integrated pest management (IPM) and Extension delivery. The two-week exchange took place in October and November of 2007 and included U.S. team members Dr. Frank Zalom, Dr. Michael Hoffman, Dr. Helen Dillard, Dr. Edwin Rajotte, and myself. Dr. Zalom served as the Director of the University of California Integrated Pest Management Program for over 20 years and he is currently an Extension Entomologist and Vice Chair of the Entomology Department at the University of California Davis. Dr. Michael Hoffman is the Director of the New York State University Agricultural Experiment Station. Dr. Helene Dillard is the Director of Extension for the State University of New York. Dr. Edwin Rajotte is the Integrated Pest Management Coordinator for Penn State University.

We were invited by the Chinese Ministry of Agriculture specifically to provide expertise in the delivery of Extension for Integrated Pest Management. We visited Beijing and Shanghai and the Sichuan and Fujian provinces. In Beijing, we visited the Chinese Agriculture University and the headquarters for the Chinese Ministry of Agriculture. In Shanghai, we met with the faculty at the Shanghai Academy of Agricultural Sciences. In Chengdu, Sichuan Province, we met with the faculty of the Sichuan Plant Protection Station. In Fuzhou, Fujian, Province we met with faculty at the Fujian Agricultural Academy.

The prevailing theme for our visit was that the Chinese were attempting to modernize and streamline the delivery of Extension IPM to the 700 million farmers engaged in production agriculture. During the agricultural failures of the cultural revolution in the 1970s, millions of people died. It is estimated that 1 in 10 people starved to death in the late 1970s in Sichuan. In the wake of such collapse and tragedy, the Ministry of Agriculture made it a point to place the equivalent of an Extension Educator in every agricultural village and township. As a result, the Chinese Ministry of Agriculture currently employs 1.2 million people. It is the Ministry’s objective to cut their payroll to about 700,000 in the next 10 years and still maintain a high level of service. They hope to use electronic and printed media similar to the ways we use these technologies in the United States to replace the direct human interface they now have in each village and township. Members of our group were selected specifically because of demonstrated expertise in delivering Extension IPM.
